About the event

A climate agenda for Patagonia

Carbono Chubut is a one-day conference and debate organized jointly by the Honorable Legislatura de la Provincia del Chubut (the Legislature of the Province of Chubut) and the Gobierno Provincial (the Government of the Province of Chubut), under Provincial Law XI No. 84, which creates the Mesa de Articulación por el Cambio Climático (the Climate Change Coordination Board), and Decree No. 1140/25, which approves the Plan de Respuesta de Adaptación y Mitigación al Cambio Climático (the Climate Change Adaptation and Mitigation Response Plan).

The purpose of the meeting is to foster dialogue among all sectors—public, private, academic, scientific, productive, and financial—in order to build a shared agenda on the challenges and opportunities that the province faces in decarbonization, the valuation of ecosystem services, and financing, in pursuit of sustainable development. The day is organized around an institutional opening, a framing presentation, and eight thematic panels. Sessions will be conducted in Spanish.

    Framing presentation — Carbon markets in Argentina and the role of the Patagonian provinces

    Panel 1 — The Andean Forest

    To examine the strategic role of the region's forest ecosystems as the basis for concrete climate solutions that combine active conservation with sustainable development. The panel will review restoration and conservation cases at Las Vertientes, the outlook for ARR (afforestation, reforestation, and revegetation) projects in Chubut, and the technological innovation of the biochar pilot as an option for carbon capture, soil improvement, and preventive management of forest biomass. It will also incorporate the perspective of the ProCLIM-AR project on climate resilience and biodiversity. The panel will explore how the coordination of private, third-sector, and scientific and technological initiatives with public policy makes it possible to protect natural heritage, technically validate the generation of environmental assets, and consolidate new green investment opportunities for the region.

    Panel 2 — Steppe, grasslands, and sheep farming

    To examine the challenges and opportunities that extensive sheep farming on the Patagonian steppe faces in the context of climate change, in a fragile situation marked by desertification, the degradation of natural grasslands, and variable rainfall patterns. The panel will consider the role of sustainable management of natural grassland—through practices such as appropriate stocking rates, rotational resting of paddocks, regenerative grazing, and soil recovery—as a central tool for reconciling livestock productivity with conservation of the forage resource. The panel will highlight the production experience of several Patagonian sheep operations, the coordination among the public sector, INTA (the National Institute of Agricultural Technology), and producer organizations, and the financing and investment opportunities associated with sheep farming that is more resilient, more efficient, and better adapted to climate change.

    To highlight and reflect on how scientific research, technological innovation, and knowledge of ecosystems can contribute to the development of climate solutions, the generation of environmental assets, and the creation of new opportunities for investment and sustainable development in Chubut. The panel will underscore the importance of scientific rigor, data quality, and technical validation as the foundations for the design of public policy, the development of environmental projects, and the construction of reliable financing mechanisms. It will also address the capacity of the ecosystems of Chubut to act as carbon sinks and biodiversity reservoirs, and their potential to generate certifiable services.

    Panel 4 — Wind, sun, and decarbonization

    To present the energy decarbonization initiatives under way in the province of Chubut through the use of renewable sources (sun and wind) and their contribution to the energy mix. The panel will also explore technological, productive, and sustainable transformations; energy security as a basis for economic development; and the challenges and opportunities of public-private coordination across the province.

    Panel 5 — Green hydrogen and advanced biofuels

    To analyze the potential of Chubut as a pioneering hub for the production of green hydrogen and its derivatives—e-fuels and sustainable aviation fuel (SAF)—based on its exceptional wind resource, and its role as a vehicle for the deep decarbonization of hard-to-abate sectors such as aviation and heavy industry. The panel will address the construction of the local value chain, the development of small and medium-sized enterprises and skilled employment, the regulatory framework still pending, and the opportunities arising from the requirements of CORSIA (the Carbon Offsetting and Reduction Scheme for International Aviation). It will show how these developments turn emissions into productive inputs and how they connect with international demand and with the opportunity presented by carbon markets.

    Panel 6 — Measuring in order to manage: the current state of emissions in Chubut

    To open a dialogue on the current state of emissions management in Chubut, addressing the role of the State as the enforcement authority and the various tools and experiences that public and private organizations are advancing today, both under regulatory obligations and on a voluntary basis. Through concrete cases, the panel will show that measurement, inventories, and verification are the foundation of effective climate management, making it possible to identify opportunities for improvement, strengthen decision-making, and move progressively toward strategies for reduction, offsetting, and certification.

A self-sustaining building

The venue is the first public building in Rawson to incorporate high-capacity distributed solar generation, operating as a prosumer of the electricity grid.

Its array of 260 photovoltaic panels (152.1 kW) reduces grid consumption by more than 23% and avoids close to 118 tonnes of CO₂e per year, equivalent to the annual consumption of about 75 homes. A fitting setting for a conference on the carbon economy.
